The National Park Service plans to issue a firm fixed price contract modification valued at $8,076.61 to Kirby Nagelhout Construction for additional within-scope work on the Zero Energy House project located at John Day Fossil Beds National Monument in Oregon. This modification includes enhancements such as installing a perimeter foundation drain system, over-excavating the slab, and upgrading the solar hot water heating capacity. The contract modification stems from field changes made during construction aimed at improving build quality, addressing potential drainage concerns discovered during soil excavation, boosting energy efficiency, and enhancing the livability of the employee-occupied residence. This action is a sole source modification to contract C9325100002, awarded under the American Recovery and Reinvestment Act (ARRA) and was not open for competitive proposals, but public notification has been provided in accordance with federal guidelines. Kirby Nagelhout Construction was originally selected through a competitive best value process based on technical qualifications, past performance, and pricing. Market research was conducted for the initial contract, and due to the specialized nature of the additional work closely related to the original scope, use of the existing contractor was deemed most practical. Contracting officers have reviewed and certified the cost as fair and reasonable, and all justification and supporting documentation have been archived with the contracting office.
