Currently, there are no other known companies technicallycapable of performing this work or possessing the technology required by the Statement ofWork for this instrument. Teledyne has demonstrated its technical and on-timecapabilities by satisfactory performance on a previous NASAs GSFC contract similar innature to this procurement. Any delays in enacting this procurement will have a criticalimpact to the TIRS mission schedule.Due to the required work within the statement of work, the Government found it best toaward a Cost Plus Incentive Fee contract type. Since the requirement features a lot ofspecifications and development, a FFP contract type was not appropriate.
