This contract pertains to the Hazardous Fuels Restoration II (HFR II) Stewardship project on the Umatilla National Forest, aimed at reducing wildfire risks through fuel management. It involves awarding multiple delivery orders under a previously established contract based on Solicitation No. AG-04R3-S-08-8800. The project includes integrated resource tasks such as ground-based and cable logging, transporting forest products, and treating slash material. Funded in whole or part by the American Recovery and Reinvestment Act, the contract requires adherence to specific reporting standards and targets removing or rearranging fuel loads to reduce high-intensity wildfire potential. The work focuses on maintaining healthy understory trees spaced about 20 feet apart, reducing ladder fuels beneath overstory trees, and achieving a fuel loading profile that supports defensible fire suppression areas and controlled fire re-introduction. Biomass removed during the project will remain government property and be transported to local processors. Treatment targets a maximum of 10-12 tons of fuel per acre remaining after work completion, with mechanized chipping equipment used for slash treatment where needed. The scope includes the removal of approximately 38,705 tons of non-saw timber merchantable woody biomass, and resulting contracts will be firm-fixed price with biomass removal requirements. The work is to be performed near Pendleton, Oregon, under the oversight of the USDA Forest Service. Points of contact for inquiries include Gary Dillavou, the Contract Specialist, and Syreeta L. Gill.

THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. This opportunity is only available to the contractor(s) who were awarded the contract(s) for work in response to Solicitation No. AG-04R3-S-08-8800, - HAZARDOUS FUELS RESTORATION II (HFR II) STEWARDSHIP, UMATILLA NATIONAL FOREST. The original solicitation was competitively advertised as a Commercial Items RFP. The Government intends to award multiple Delivery Orders from a single request for quotations. This project will be partially or wholly funded with American Recovery and Reinvestment Act funds and is subject to all reporting requirements thereto. The HFR II Stewardship contract is an integrated resource contract that includes ground-based logging, cable logging, and product transportation and slash treatment. The issuance of these Delivery Orders require the contractor(s) to reduce the potential of high intensity wildfire by removing or rearranging the existing fuel loading on the forest floor. This will be accomplished on selected locations on the Umatilla National Forest. All biomass removed will remain the property of the US Government and be transported by service contractor to local processors. This work will result in retaining healthy, vigorous understory trees at an average spacing of 20 feet to improve tree conditions and forest health, reduce ladder fuels located beneath overstory trees to reduce individual tree torching potential, provide a fuel loading profile that promotes defensible space for fire suppression, and for the re-introduction of fire in the project area. Fuel loading objectives relate to the remaining tons/acre and size of material left after treatment. Target fuel loading objective is to have no more than 10-12 tons per acre left once the work is completed. Slash treatment where required will be accomplished using mechanized equipment to masticate (chip) the slash. This project requires removal of approximately 38,705 tons of non-saw material (merchantable woody biomass). The resultant contract(s) will be a firm-fixed price, with requirements for biomass removal. If you have questions about this project please contact Gary Dillavou Contract Specialist at +1 (555) 000-0000.
