The contract awarded to IIT Research Institute for $7,000,000 on August 10, 2010, under solicitation number HHSN261200422002C, focuses on the RECOVERY project aimed at supporting NCI clinical studies by ensuring an uninterrupted supply of materials necessary for patient treatment. The initiative targets both short-term supply stability and long-term process improvements in producing and evaluating new anticancer drugs, emphasizing natural products and synthetic compounds. The project involves xenograft screening of new therapeutic molecules to facilitate systemic anticancer treatment advancements. This contract operates under a cost reimbursement procurement type due to the complexity and unpredictability of project requirements, which preclude a fixed-price arrangement. Safeguards are in place to ensure that all costs are allowable, allocable, fair, and reasonable throughout the contract's execution. The place of performance is Chicago, Illinois, and designated contracting officials are available for oversight and communication. This arrangement reflects a competitive procurement process aimed at promoting sustainability and efficiency in the development of new cancer treatment options.

Full Description

Immediate goal is to prevent short-term gaps in the supply of sufficient materials to treat patients on NCI supported clinical studies. Long term goal is to develop sufficient efficiencies in production and evaluation of new candidate drugs to make the process more sustainable in supplying patients in clinical studies. This stimulus initiative focuses upon two cornerstones of systemic anticancer treatment: natural products and synthetic compounds. This project does not lead itself to a fixed price type mechanism because of the lack of precise Statement of Work (SOW) specifications and difficulties in estimating costs. This is competitive procurement.
