Solicitation # Owhi-Flats-RFB-2026.pdf
The Confederated Tribes of the Colville Reservation Environmental Trust Department is soliciting bids for the Owhi Flats 2026 project, a firm fixed price construction contract focused on watershed restoration within the Little Nespelem WMU. The primary objectives are to improve water quality, enhance riparian habitats, promote natural water flow, and reduce the impact of open-road density on wildlife. The scope of work requires the contractor to decommission six road segments totaling 3.29 miles, install two tank traps, and transport all removed non-natural materials, such as culverts and fencing, to a COR-approved disposal facility. All activities must adhere to specific Colville Indian Reservation Tribal Law and Order Codes regarding cultural resources, forest practices, water quality, hydraulic practices, fire management, and industrial safety, as well as 43 CFR 10.4 for inadvertent discoveries. This is an Indian Preference set-aside under the Tribal Employment Rights Ordinance (TERO), requiring a minimum of 51 percent of seasonal or project-based employees to be of Indian preference origin. Award will be granted to the lowest, responsive, and responsible bidder who demonstrates technical experience in stream crossings, road cross drainage, and bank stabilization. Bidders must submit a comprehensive packet by October 29, 2026, including a signed bid sheet for the entire project, a detailed work plan with equipment and schedules, TERO certification, a debarment form, and proof of liability insurance of at least 1,000,000 dollars. AI Contract Overview

This contract involves the repair and restoration of California Boulevard from Highway 1 to Utah Avenue, specifically focusing on the rehabilitation of three storm drain culverts. Due to corrosion in the existing corrugated steel pipes, which risks soil erosion and pavement destabilization, the project will reline the culverts using HDPE Snap Tite Pipe. The process includes installing the liners, positioning them properly to allow grout application, and then pressurizing the void between the existing pipe and liner with grout to stabilize the structure. Restoration work also involves installing energy dissipaters at the discharge ends of the culverts to manage water flow. Given the confined spaces for grout tie-in work, safety protocols will be rigorously enforced, including the use of certified safety monitors, appropriate personal protective equipment, ventilation fans, harnesses, and safety lifts. Traffic control measures will be implemented during concrete installation to accommodate mixers and pumps, while coordination with irrigation service contractors will be necessary to manage runoff water. The contract is issued by the Department of Defense, specifically through the 30 Cons Pk office at Vandenberg Air Force Base in California. Key points of contact are designated for contract management and oversight, indicating a structured communication framework. The solicitation was posted in late 2009 under the NAICS code 237310, which pertains to highway, street, and bridge construction. This project ensures critical infrastructure maintenance to prevent future road damage and maintain safe transportation routes.
