The National Institutes of Health Clinical Center intends to award a sole source purchase order to Viacom Outdoor for an annual Recruitment Advertisement Campaign. The goal of this initiative is to encourage residents in the Washington, D.C., Maryland, and Virginia areas to participate in NIH clinical trials. Viacom Outdoor has been identified as the only responsible source capable of satisfying these requirements because they hold exclusive rights for displaying advertisements on metro trains and buses within the region. The campaign will specifically feature advertisements placed behind bus drivers and will run for a duration of two months during October and November. While this notice serves as an intent to award on a sole source basis rather than a request for competitive proposals, the government will consider any capability statements submitted within three days of the publication. Interested parties may direct their information to the designated point of contact, Deborah Culpepper.
