Recycled Water Master Plan Phase 2 Project

The City of Redwood City is advancing its Recycled Water Master Plan Phase 2 Project to extend and enhance its existing recycled water infrastructure, with the goal of serving additional customers and improving system reliability. The plan focuses on expanding service to the East Market Assessment Service Area, bringing it under the jurisdiction of the Recycled Water Use Ordinance, and increasing pipeline capacity in the Central and East areas where demand is highest and customers are densely concentrated. This expansion includes the installation of backup water storage tanks and pumps to ensure uninterrupted supply and system resilience during peak usage or maintenance periods. The project is designed as a phased approach to systematically grow recycled water utilization while aligning with long-term water sustainability and environmental goals. Public Works and Community Development Department staff are leading the initiative, with primary coordination handled by Justin Chapel, Public Works Superintendent and Water Division lead, and Melinda Hue, Principal Planner and CEQA Coordinator. Additional planning support is provided by Dena Giacomini and the Planning Division. The project is currently in the forecasting stage as of August 5, 2026, and all activities will be conducted in Redwood City, California, with the postal code 94063. The initiative reflects the city’s broader commitment to water reuse, infrastructure modernization, and resource efficiency.
