The U.S. Air Force is seeking interested vendors capable of independently redesigning and qualifying a manufacturing source for the Common Data Entry Electronic Unit (CDEEU) used across all F-16 aircraft blocks. This effort aims to address critical supply shortages that have led to mission impairments and negatively impacted fleet readiness. Because the Government does not provide technical data, troubleshooting, or repair guidance, the selected partner must demonstrate the ability to reverse-engineer or otherwise develop the necessary engineering resources to meet all operational safety, suitability, and effectiveness requirements. The Government anticipates a single award contract and may consider awarding it as a small business set-aside based on the market research response. Prospective companies are invited to submit capability statements that include company identification, business size and status, relevant past performance particularly in aerospace electronics redesign without government support data, and a technical approach outlining how they will achieve design and qualification. Responses must be submitted electronically by June 25, 2026. The requirement is managed through the Hill Air Force Base office, with the primary point of contact being Christian Barwick. This sources sought notice is designed to assess industry capability and is not a solicitation for proposals.

Sources Sought Notice

Notice ID

FA825126RCDEEU

Project Title

Redesign and Source Qualification of F-16 CDEEU

Agency

US Air Force

Response Date

25 June 2026

RFO Reference

Market Research conducted under RFO 10.001(b)

1. Purpose of Notice

The Government seeks to identify potential vendors or distributors capable of redesigning and qualifying a source of supply for the Common Data Entry Electronic Unit (CDEEU) (NSN: 7025015093748WF). The Government anticipates utilizing a single award procurement to address current supply shortages. Additionally, the Government will utilize the results of this market research to determine if this requirement can be executed as a competitive small business set-aside. This notice constitutes market research to assess industry capabilities and does not constitute a request for proposal (RFP).

2. Mission Objective

The US Air Force requires a reliable source of supply for the Common Data Entry Electronic Unit (CDEEU) to support all USAF blocks of F-16 aircraft. Current supply shortages have resulted in Mission Impaired Capability Awaiting Part(s) (MICAPS) conditions, directly impacting fleet readiness and operational capability. The Government requires an industry partner to independently execute a redesign and manufacturing source qualification to restore supply chain stability for this critical component.

The Mission Need: The Government requires the establishment of a qualified source of supply for the F-16 CDEEU to eliminate existing operational gaps. Because the Government cannot provide troubleshooting, repair processes, or configuration data, the requirement necessitates a partner capable of independent technical development and qualification.

3. Key Technical Outcomes

  • Successfully redesign and qualify a manufacturing source for the F-16 CDEEU (NSN: 7025015093748WF) independently, without reliance on Government-furnished technical data or repair processes.
  • Ensure the redesigned CDEEU strictly meets all current Form, Fit, Function, and Interface Operational Safety, Suitability, and Effectiveness (OSS&E) requirements across all USAF blocks of F-16 aircraft.
  • Demonstrate the capability to obtain, reverse-engineer, or create all necessary engineering resources and technical data required for the design and qualification effort.
  • Alleviate the existing MICAPS condition by establishing a reliable and continuous manufacturing pipeline for the unit to support global F-16 operations.

4. Submission Instructions

Interested parties shall submit a capability statement encompassing the following elements:

  • Company Information: Company name, CAGE code, Unique Entity Identifier (UEI), and primary point of contact details.
  • Business Size/Status: Identification of the applicable business size standard and socioeconomic categories under the anticipated NAICS code.
  • Past Performance: Relevant examples of previous experience performing independent redesign, reverse-engineering, and source qualification for complex military aerospace electronics, specifically in scenarios lacking Government-provided technical data.
  • Technical Approach: A brief executive summary detailing the methodology to obtain or create the necessary resources to design and qualify the F-16 CDEEU while guaranteeing Form, Fit, Function, and Interface compatibility.
  • Submission Routing: Responses shall be submitted electronically to the designated Government point of contact by the established response date.
