Notice of Sources Sought “Notice of Intent to Sole Source”


Agency: U.S. Army Contracting Command-Redstone in support of the U.S. Army Garrison - Redstone (USAG-R) is conducting market research to obtain capability information to provide a Redstone Arsenal, Alabama Unit Price Book (UPB) and technical specifications.


THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS – This Sources Sought is issued solely for the “Notice of Intent to Sole Source” to the Gordian Group (OZKV8) located at 30 Patewood Drive Suite 350 Greenville, SC 29615-6810 United States. This request is for the purpose of the advanced gathering of comprehensive information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitation is not available at this time, and requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government (USG) to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the USG will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the USG. Not responding to this Sources Sought for a “Notice of Intent to Sole Source does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on SAM.gov. Any prospective contractor must be registered in the System for Award Management (SAM). It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.


SUBJECT: Procurement of a Service Contract to provide a Redstone Arsenal, Alabama Unit Price Book (UPB) [CJ1] and technical specifications for the US Army Garrison – Redstone Arsenal Directorate of Public Works (DPW).


Requirement Overview: The US Army Garrison – Redstone Arsenal Directorate of Public Works (DPW) has a requirement for a commercially modified Redstone Arsenal, Alabama unit price UPB and specifications with supporting electronic data access to support the Redstone Arsenal Job Order Contract (JOC), W9124P-25-D-0001, which will enter its second year of execution.


As defined in AFARS 5117.9001, a “JOC Price Book” (JOCPB) means the compilation of repair, maintenance, and minor construction tasks, associated units of measure and unit prices that are used in Redstone, Arsenal, Alabama job order solicitations and a Redstone Arsenal, Alabama JOC contract. Redstone Arsenal, Alabama JOC unit prices include direct material, labor, and equipment costs, but not indirect costs or profits which are addressed in the coefficient(s) specifically for Redstone Arsenal, Alabama JOC Contracts. The JOCPB reflects the current local costs in detail for construction tasks expected to be performed in the geographical area of the base contract with the primary use of developing a detailed line-item price. The JOCPB shall be developed using Redstone Arsenal, Alabama specific commercially available pricing tools to ensure consistent and comprehensive pricing of tasks unless the Contracting Officer determines otherwise.


The anticipated period of performance consists of a 12-Month Base Period, three (3) 12-Month Option Periods, and one (1) 6-Month Extension. This POP structure is designed to align with the existing Redstone, Arsenal, Alabama JOC schedule, and actual performance start and end dates will be finalized upon contract award.
