THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE, BUT RATHER A REQUEST FOR
INFORMATION (RFI) from industry that will allow the Government to identify interested sources capable of meeting the requirement. The information sought herein is for planning purposes only and shall not be construed as a request for quote (RFQ), request for proposal (RFP), invitation for bid (IFB), or as an obligation or commitment on the part of the Government to acquire any product or service. There shall be no basis for claims against the Government as a result of information submitted in response to the RFI. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for any information submitted by respondents to this request. This notice is for market research purposes only and is not indicative of a full requirement. Should a requirement arise, the full requirement will be detailed in the solicitation.
The purpose of this RFI is to identify authorized, certified, and capable industry sources interested in providing comprehensive, off-site maintenance and repair services for six (6) Government-owned ROBD2 units, consisting of:
- Four (4) Model 6202 units
- Two (2) Model 6202-1 units
To ensure operational safety, device reliability, and compliance with high-altitude simulation standards, responding vendors must possess advanced technical training and verified qualifications specific to these proprietary systems. Only service providers possessing ISO 9001 certification and technicians explicitly trained by the Original Equipment Manufacturer (OEM), Environics Inc., are qualified for this requirement.
Current market research indicates that there is only one vendor capable of fulfilling this specialized requirement. However, it is the Government's intent to evaluate all responses to this Sources Sought notice when making its final determination to negotiate on a sole-source basis.
INTERESTED SOURCES CAPABLE OF FULFILLING THIS REQUIREMENT shall submit
documentation addressing all required elements listed herein; providing only a reference to a website is unacceptable for purposes of this announcement and will not be considered or reviewed. All proprietary or corporate data received shall be clearly identified and shall be protected from release to sources outside the Government. Contractors interested in providing this service should be registered in the System for Award Management (www.sam.gov). Contractors responding to this Sources Sought are asked to provide the following information:
- Company's full name, address and Point of Contact information (POC).
- Unique Entity Identifier (UEI)
- Applicable North American Industry Classification Standards (NAICS) codes.
- Business size (whether they are a large, small, small- disadvantaged, 8(a), HUBZone, woman-owned, Service-Disabled Veteran Owned Small Business etc.). Respondents should advise the Government of pending changes in the business size status.
- A brief Capability (no more than two pages); which responds to the following questions and demonstrates the ability to meet the requirements specified:
- Is your company ISO 9001 certified, and do your technicians possess verified Original Equipment Manufacturer (OEM) training certificates directly from Environics Inc. for ROBD2 equipment (Model 6202 and Model 6202-1)? Please provide brief proof of these credentials.
- Can your company provide proof of historical work on ROBD equipment maintenance services within the last two (2) years?
- Does your company possess an adequate facility equipped to manage and perform all diagnostics, calibrations, and physical repairs on ROBD2 hardware, as well as the capacity to provide dedicated remote technical support during standard Government hours (0900 to 1700 EST, Monday through Friday)?
- Is your company currently compliant with Cybersecurity Maturity Model Certification (CMMC) Level 1 (Self-assessment), or do you have a defined path to verify compliance prior to contract award?
FINAL DETERMINATION: Provided no other interested sources with the capability to fulfill this requirement are identified, USASOC intends to negotiate on a sole source basis with ENVIRONICS INC., located at 69 Industrial Park RD E. Tolland, Connecticut, 06084-2873, United States.

Respondents will NOT be individually notified of the results. However, if the final determination results in the verification of a sole source negotiation, a Notice of Intent to Sole Source and the redacted Justification and Approval will be posted to SAM.gov.
