The Naval Research Laboratory plans to award a sole source contract to Bluefin Robotics Corporation for the specialized maintenance, renovation, and refurbishment of the Reliant Autonomous Underwater Vehicle (AUV). This decision is based on proprietary technical data restrictions, justifying less than full and open competition. The contract scope includes comprehensive updates and replacements of critical vehicle systems such as the CPU stack, operating system, INS, GPS, DVL, communications subsystems (2.4 GHz, VHF, Bart Modem), and potentially the Dukane ELT. The contractor is also responsible for developing test and configuration documentation and conducting at-sea testing with thorough reporting of results. Interested vendors capable of performing these services are invited to submit detailed capability statements within 15 days following the publication of this notice; late or incomplete responses will be disregarded. The procurement aligns with NAICS code 334519 and aims to ensure the Reliant AUV remains operational and up-to-date with the latest technology through a tailored refurbishment process. Key contacts for this contract are Contract Specialist Richard D Sewell and Contracting Officer Patricia A Lewis.
