The Enterprise Program proposes to procure by means of other than full and open competition Warehouse Services for the National Map Store under a "bridge" contract. The FS National Map store is relocating from a leased facility in Montana to a new facility in Portland Oregon. The lease of the new facility is being transferred from the Bureau of Land Management (BLM) where warehouse services were being provided under a BLM contract. The intent of this contract action is to obtain short term support while the Forest Service accomplishes hiring actions for Government personnel to take over the warehouse. Utilizing a bridge ensures personnel with existing knowledge of the warehouse facility will be able to oversee the installation and warehousing of materials moved from Montana. It would not be plausible to train new personnel and meet the required November 1st desired start date.
