Regional Digital Orthoimagery Acquisition and Impervious Surface Change Mapping

The City of Waco, in partnership with McLennan County and the McLennan County Emergency Assistance District (MCEAD 9-1-1), is soliciting proposals under RFP 2026-050 for regional digital orthoimagery acquisition and impervious surface change mapping. The objective is to engage a qualified aerial data provider to deliver high-resolution, 4-band digital orthoimagery and seamless countywide mosaics. A critical component of the project is the production of updated planimetric and impervious/pervious surface datasets for the Waco City Limits area of interest, including a half-mile buffer, focusing specifically on changes relative to existing data. All imagery must be captured during the winter leaf-off window between January 1 and February 28, 2027, utilizing a certified large-format digital camera with native Backside-Illuminated CMOS architecture and hardware-based motion compensation. Proposals are due by 2:00 P.M. on September 25, 2026, with a preference for submissions via the Bonfire portal. Evaluation will be based on a 100-point scoring system covering the technical project plan, communication and schedule, pricing structure, and product samples. Deliverables include GeoTIFF tiles, county mosaics, and a web-based quality control platform, with final deliverables due between 60 and 150 days after the last acquisition day. The selection process is managed by Daryle Bullard and Kasey Gamblin, with a tentative final selection date of October 30, 2026. Required documentation for submission includes a business identification form, conflict of interest questionnaire, HUB certification, and a non-collusion affidavit.
