Regional Digital Orthoimagery Acquisition and Impervious Surface Change Mapping

The City of Waco, in partnership with McLennan County and the McLennan County Emergency Assistance District (MCEAD 9-1-1), is soliciting proposals under RFP 2026-050 for regional digital orthoimagery acquisition and impervious surface change mapping. The project requires a qualified provider to capture high-resolution, 4-band digital orthoimagery across approximately 1,297 square miles during the early 2027 winter leaf-off window. Key deliverables include 1,307 DO4Q tiles at 6-inch resolution, countywide mosaics, and updated impervious surface change mapping for the Waco City Limits area including a half-mile buffer. The contractor must adhere to strict quality standards, including SPRS 2024 Class horizontal accuracy and over 95 percent classification accuracy for surface mapping, with all products conforming to City of Waco GIS data standards. Proposals are due by 2:00 P.M. on September 25, 2026, and can be submitted via the Bonfire portal or physically at the City of Waco Operations Center. Submissions must include a bid bond for 5 percent of the proposal value and detailed certifications regarding business status, non-collusion, and debarment. The anticipated period of performance is 180 calendar days, with the final selection determined by the City Manager or Executive staff based on a review by a Project Review Committee. Payment will be processed via Electronic Funds Transfer. The vendor is also responsible for securing all necessary airspace clearances, including Prohibited Area P-49, and providing a web-based QC platform for government review and sign-off.
