Regional WWTF Interior Service Roads Upgrade

The Municipality of the County of Kings has issued solicitation 26-29 for the Regional Wastewater Treatment Facility Interior Service Roads Upgrade located in New Minas, Nova Scotia. This lump-sum contract involves upgrading four interior service roadways situated between five lagoon cells. The scope of work includes smoothing and grading existing roadways, placing imported clay in isolated low or wet areas, installing and compacting Type 2 base gravel, and performing final grading. To avoid freezing conditions, all work must be completed during the Fall 2026 season, with a strict project completion deadline of December 31, 2026, and a preferred completion date on or before December 1, 2026. Bidders must submit electronic-only proposals consisting of a scheduling submission detailing availability, project sequencing, and duration, alongside a pricing submission featuring itemized lump-sum costs for all labor, equipment, and materials. The contract will be awarded to the lowest-priced, compliant bidder. In the event of a tie in pricing, the Municipality will request a best-and-final-offer, followed by a random draw if necessary. Successful contractors are responsible for ensuring all materials meet municipal quality standards and must verify all site conditions and dimensions independently. Additionally, the Municipality reserves the right to require security clearances, such as criminal record checks, for employees or subcontractors working on the property.
