Rehabilitation of Residential Single-Family Properties: Plumbers, Roofing, Building, Residential, and General Contractors

The City of St. Petersburg, through the Housing and Community Development Department, is establishing a pool of qualified plumbers, roofing, building, residential, and general contractors under RFQ-26-159 to support city-funded homeowner rehabilitation projects. This solicitation, open from March 16, 2026, to March 15, 2029, aims to identify vendors eligible to bid on interior and exterior repairs for owner-occupied single-family residences, including plumbing, electrical, HVAC, roofing, and general building work. Selected vendors will enter into direct Rehabilitation Agreements with homeowners for projects funded by sources such as HOME or the State Housing Initiatives Partnership Program. The City intends to award this to multiple vendors based on a weighted evaluation of their qualifications and experience (45%), project approach (40%), and business enterprise outreach and utilization (15%). To be eligible, contractors must hold a current State of Florida license and possess at least two years of relevant experience. Submissions must be uploaded via the OpenGov Procurement portal as a single PDF containing a transmittal letter, detailed qualifications, key personnel resumes, and a subcontractor utilization plan emphasizing the inclusion of minority, women, veteran, and small businesses. Once qualified, contractors must attend mandatory on-site pre-bid meetings to submit bids to homeowners. The resulting contracts require adherence to Minimum Quality Housing Standards, a one-year guarantee of work, and the provision of performance and payment bonds. The City will retain five percent of each invoice as retainage until substantial completion is reached and a final punch list is resolved.
