This procurement is for fifteen newly manufactured electromagnet relays with National Stock Number 5945-01-177-9486 and part numbers B138XEH and B-138XEH* from TE Connectivity (CAGE 74063) or 70550-22901-101 from Sikorsky Aircraft Corporation (CAGE 78286), issued as an unrestricted Request for Quotation under solicitation number 70Z03826QJ0000213. The requirement, classified under NAICS code 336413, has been amended to remove the small business set-aside designation, opening it to all responsible sources under a firm-fixed-price purchase order structure governed by FAR Subpart 12.201 and the Revolutionary FAR Overhaul (RFO) as of November 28, 2025. Deliveries must be made by June 30, 2026, with quotations due by June 4, 2026, at 2:00 PM EDT via email to specified Coast Guard addresses. All items must originate from the OEMs, with full traceability documented from manufacturer to delivery point, including manufacturer’s certificate of conformance and contractor’s COC per FAR 52.246-15, and must be accompanied by FAA Form 8130-3/8130-4 or EASA 1 for airworthiness. Each part must be individually packaged, labeled internally with NSN, part number, serial number, quantity, nomenclature, purchase order number, and line item, while external packaging must avoid prohibited materials like Styrofoam or peanuts and must include packing lists and certifications. Inspection occurs at destination by USCG personnel, limited to count and condition verification against manufacturer specs. The government will evaluate quotations using a tradeoff process where technical acceptability—including traceability, COC capability, and newness—is a non-negotiable pass/fail gate, followed by delivery confidence and fair and reasonable pricing, with non-price factors weighted more heavily than cost. Proposers must also comply with extensive FAR clauses including those on whistleblower rights, subcontracting prohibitions, SAM maintenance, ethical conduct, anti-inversion policies, and prohibitions on internal confidentiality agreements.
