AI Contract Overview
This contract solicits electromagnetic relays identified by NSN 5945008153494 under solicitation SPE7M5-26-T-342P, classified as a commercial item requiring full and open competition. The item must comply with stringent technical specifications including MS25271K and MIL-PRF-6106R(1) SUP 1A, and is listed on a Qualified Products List, necessitating qualification adherence. Delivery is required FOB origin within 148 days of the need ship date of July 16, 2026, with final delivery destined for DLA Distribution San Diego. The contract mandates packaging per MIL-STD-2073-1E using preservation method 41 and unit packaging code U, with all shipments labeled per MIL-STD-129 including special marking code ZZ-ZZ. Component lead finishes must be marked per IPC/JEDEC J-STD-609 to indicate Pb content, and palletization must follow DLA’s RP001 requirements. Critical environmental restrictions prohibit intentional addition or direct contact with mercury or mercury-containing compounds except in specific authorized applications such as batteries, fluorescent lamps, instruments, and weapon systems, with portable mercury-containing devices requiring shock-proof construction and a secondary containment boundary per NAVSEA 5100-003D. Use of any Class I ozone-depleting substances in design, manufacturing, or processing is prohibited unless written approval from the contracting officer is obtained, and this prohibition overrides conflicting specification requirements. The contract includes compliance with FAR clauses addressing small business representation, employment equality, trafficking prevention, hazardous materials safety, sustainable products, and safeguarding contractor information systems. All invoices must be submitted electronically through WAWF. The solicitation does not specify a stated contract value due to the absence of quantity in the CLIN, though the unit price is $94.000 per unit. The procurement is subject to evaluation primarily based on price and small business socioeconomic status with potential for automated award, and offerors must certify their size status and UEI/CAGE code compliance, with additional disclosures required if providing covered telecommunications equipment. Inspection and acceptance occur at the delivery destination, and the contractor bears all risk and cost until delivery at the origin point.
