This notice does NOT constitute a request for proposal, request for quote, or invitation for bid.  FEAD Cherry Point is conducting market research to determine the availability of commercial items, defined in accordance with FAR Part 2.101, that can meet the requirements outlined in the attached Statement of Objectives (SOO).  Specifically, the Government is seeking to identify sources capable of providing the required capability through either direct purchase (procurement) or commercial lease/rental agreements.


The Government is interested in the option to either lease or purchase the structure.


The SOO is attached and indicates the desired end product of either a tension fabric structure or rigid wall shelter with a 43’x62’ and an 18’x18’ electrical powered roll up door, ventilators, watertight ground connection, and vehicle HVAC drain exit point.  A full list of desired requirements included in the attached SOO.


To assist the Government in its market analysis, interested sources must submit a capability package that includes the following structured information:


  • Commercial Availability: Clearly state whether the proposed item is currently available in the commercial marketplace, is a modified commercial item, or is a developmental item.  Respondents are requested to indicate their capability and commercial terms for both acquisition pathways (procurement/lease).

  • Requirements Compliance Matrix: Complete and return the table in the attached SOO indicating which objectives and technical requirements from the SOO can be met, partially met, or cannot be met.

  • Technical Documentation: Provide any relevant supporting engineering and product data, to include:

    • Product data sheets and commercial specifications.
    • System schematics and interface control documents (if applicable).
    • Conceptual renderings, drawings, or physical dimensions.
