The Contractor will perform mechanical dredging, transportation, and disposal of approximately 124,000 cubic yards of contaminated sediment and embedded debris. Dredged materials will be disposed of at the Toledo-Lucas County Port Authority (TLCPA) Confined Disposal Facility (CDF) and an approved commercial landfill, as applicable. The Work also includes hydraulic offloading, water management, and debris separation and disposal operations at the TLCPA CDF; removal and disposal of shipwrecks and other submerged debris; and installation of temporary steel sheet piling to support shoreline stability during dredging, followed by in situ abandonment of designated sheet piling. Bathymetric surveys and post-dredging verification sampling will be performed to document remedial performance. The Contractor will conduct residual dredging and place amended residual covers, as required, and will place engineered subaqueous backfill materials where necessary to restore slope stability. The Work concludes with demobilization and site restoration.
Optional Work only as directed by TLCPA may include placement of an organoclay layer to isolate non-aqueous phase liquid (NAPL) materials; structural inspection diving services; NAPL sheen mitigation within the CDF cell; CDF cell drawdown activities; and additional quantities of sediment and debris removal, transportation, and disposal beyond the base contract quantities.
