Full Description

The Drug Enforcement Administration (DEA) intends to solicit and negotiate on a sole source requirement for base plus four (4) option years with Cicom USA, located at 1997 Annapolis Exchange Pkwy, Annapolis, MD 21401 for the acquisition on Remote Control Host Based Interception System (RCS). The proposed requirement is for supplies/services for which the Government intends to solicit and negotiate only with Cicom USA under authority 41 U.S.C. 253(c)(1) as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. From the results of market research conducted through RFI DEA-12-STII-0003 on March 22, 2012, the Government determined that Cicom USA is the only qualified responsible source with the ability to meet the Government's requirement. Cicom USA is the Original Equipment Manufacturer of RCS and holds sole proprietary rights to its hardware and software products. The acquisition will be conducted through the Federal Acquisition Regulation (FAR) Part 15 "Contracting by Negotiation" procedures. The North American Industry Classification System (NAICS) code for this requirement is 334290 with a size standard in number of employees 750. The Government anticipates the award of a firm-fixed price type contract. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. In accordance with FAR 6.305(a) the justification will be made publicly available within 14 days after award has been made. This notice of intent is not a request for a solicitation and a solicitation will not be available. Closing date is May 20, 2012 at 10:00 AM Eastern Standard Time.
