Remote Interpreting and Translating Services

The State of New Mexico, acting as the lead state for a NASPO ValuePoint cooperative contract, has established a Master Agreement for Remote Interpreting and Translating Services under solicitation NASPO-ADT-181. The contract provides as-needed Over-the-Phone Interpretation (OPI), Video Remote Interpretation (VRI), and Document Translation services to assist Limited English Proficiency (LEP) clients. The initial term runs from July 29, 2025, to July 28, 2027, with options for three one-year renewals, potentially extending the agreement to five years. Following a competitive solicitation process that received 56 responses, 11 suppliers were awarded contracts based on a best total value trade-off between technical merit and cost. Service providers are required to meet strict performance benchmarks, including connecting users to live interpreters within 10 seconds for VRI and OPI, and maintaining a 95 percent availability rate for interpreters within 30 seconds. All services must adhere to HIPAA confidentiality requirements and utilize commercial video platforms such as Zoom, Teams, or WebEx. Evaluation and acceptance are performance-based, focusing on language identification accuracy, interpreter qualifications, and comprehensive background screening. The contract is managed as a multi-state agreement, allowing participating entities to select from the awarded suppliers to meet their specific translation and interpretation needs.
