Removal and Recycling/Disposal of Universal Waste

The Orange County Transportation Authority is seeking qualified firms to provide removal, recycling, and disposal services for universal waste, including batteries, electric lamps, mercury-containing equipment, ballasts, electronic waste, and LED lighting, across its facilities in Garden Grove, Anaheim, Irvine, and Santa Ana. The contract is structured as a three-year time and expense arrangement with a total budget of $65,100, spanning from October 1, 2026 to September 30, 2029, with no guaranteed volume and services rendered on an as-needed basis. Firms must submit quotes for all line items in the pricing proposal to be deemed responsive, and award will go to the lowest-priced, responsive, and responsible offeror under a lowest price technically acceptable model, with cost carrying 100% of the evaluation weight. Compliance with California’s Universal Waste Rule (Title 22, Division 4.5) and all applicable federal, state, and local environmental regulations is mandatory, including use of preapproved disposal facilities and provision of compliant storage containers and labels. Offerors must certify they are not subject to any Ukraine or Russia-related economic sanctions under applicable U.S. and California executive orders, and failure to comply disqualifies submission. The contract requires the contractor to appoint a qualified health and safety representative with either professional certification or five years of relevant experience, maintain minimum insurance coverage including $1 million commercial general liability, $1 million automobile liability, workers’ compensation as required by state law, and $2 million pollution liability, with the Authority named as additional insured. All records must be retained for four years after final payment and are subject to audit. The warranty on workmanship and conformity to specifications survives inspection, delivery, acceptance, and payment. The contractor must indemnify the Authority against claims resulting from its negligence or willful misconduct, and time is of the essence. The authority retains the right to terminate for convenience, limit payments to allowable costs incurred prior to termination, and assume ownership of all work product developed during performance.
