REMUS Unmanned Undersea Vehicle Development

The Naval Sea Systems Command, Naval Undersea Warfare Center Division in Newport, RI, plans to award a sole source modification to Hydroid, Inc., the original equipment manufacturer, under the existing contract N66604-11-D-0165. This contract, initially awarded as a five-year Indefinite Delivery, Indefinite Quantity agreement on October 19, 2010, focuses on the development and engineering services for REMUS Unmanned Undersea Vehicles. The upcoming modification will center on the fabrication and rapid prototyping of a new REMUS-based UUV, incorporating approximately 8,300 hours of engineering, management, and administrative support, along with incidental material procurement and travel expenses. The sole source approach is justified under 10 U.S.C. 2304(c)(1) due to Hydroid's unique status as the only responsible source capable of meeting the Government's requirements, given their proprietary ownership of REMUS technology. Utilizing non-OEM sources would either require them to access proprietary intellectual property or entail significantly greater costs and development time. This notice serves as a five-day advance announcement of the Government’s intent to negotiate exclusively with Hydroid, in accordance with federal acquisition regulations, and is not a solicitation for competitive bids.
