The Bureau of ATF intends to award a sole source contract for the period 9/30/26 – 9/29/31 if all options are exercised to Gee Whiz Software, LLC of San Diego, CA for BankScan Enterprise License support renewal.  This sole source notice is issued IAW RFO 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements.  ATF currently utilizes the BankScan enterprise software license for forensic and financial investigative casework, which is unique and mission critical. ATF also uses BankScan to perform essential financial and non-financial analysis in support of investigations. BankScan possesses a unique mix of features that are not available in any other product, including the ability to extract and convert bank statement and other information quickly and accurately, which enables efficient performance of complex analyses.


BankScan has also built several specific templates relevant only to ATF that other comparable software products cannot provide.  By not continuing with this enterprise license, ATF would lose a key tool that it utilizes in its investigations, significantly hampering complex case analysis. Lastly, BankScan developed its own proprietary version of OmniScan that allows BankScan to operate relatively seamlessly, which is not provided in other similar software programs.
