Full Description

The Bureau of the Fiscal Service, on behalf of the Federal Housing Finance Agency-OIG (FHFA-OIG) intends to award an Order to Wolters Kluwer Financial Services, Inc., on a sole source basis, under authority of FAR 6.302-1, for the renewal of existing licenses, for a base period of performance of 12/31/2014 - 12/30/2015 and four option periods. Wolters Kluwer Financial Services, Inc. is the sole owner and has full right and title to license of the software package "TeamMate" in the United States. Since 2010, FHFA-OIG Office of Audits has been using the software to develop into its current audit management system which serves as a central repository for audit documentation. This customizable software enables FHFA-OIG auditors to document, review and track projects, issues and recommendations. Therefore, TeamMate License is the only software capable of meeting FHFA-OIG's needs. This software is only available through the manufacturer, Wolters Kluwer Financial Services, Inc. Accordingly; Wolters Kluwer Finacial Services, Inc. is the only source capable of meeting FHFA-OIG's needs. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received no later than Monday, 12:00 Noon ET, November 17, 2014. Responses shall be submitted to PSB1@bpd.treasury.gov, Attention MHardbarger/MGardner. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Please note that the General Services Administration provides the notification service as a convenience and does not guarantee that notifications will be received by all persons on the mailing list.
