This is a Notice of Intent to Award Sole Source The renewal of maintenance for TecnaiSpiritBT Electron Microscope The U.S. Department of Agriculture Animal and Plant Health Inspection Service (USDA APHIS) VS NVSL, intends to issue a Firm Fixed Price noncompetitive contract to FEI Company, for the renewal of maintenance for TecnaiSpiritBT Electron Microscope. This purchase will be under the statutory authority permitting Other than Full and Open Competition, accordance with FAR 6.302-1 which states; The property or services are available from only one responsible qualified source at this time and no other type of property or services will satisfy these needs of the executive agency. Thermo Fisher (formally FEI Company) is a large business. The Technai Spirit Biotwin was purchased and has been maintained by the Thermo Fisher (formly FEI Company). This is the acquisition is for service, maintenance, and software that improves the functionality of previously purchased software for the Technai Spirit Biotwin transmission electron microscope, serial number D1185, located in the Diagnostic Virology Laboratory at the National Veterinary Services Laboratories, Ames, IA. Specifically: - Monday through Friday coverage of service for phone service, labor, travel expenses and covered replacement parts - One Preventative Maintenance Inspection to be performed during a twelve-month period, point of contact for setting up this visit provided and updated as needed - Service visits with 48 hour targeted onsite labor response (includes labor, travel, living expenses and parts) - All necessary parts - Software updates on previously purchased software - Unlimited telephone support (telephone number provided at start of contract) Monday through Friday excluding holidays - Point of contact information if contact changes - will be notified of new point of contact This notice of intent is NOT a request for proposals or competitive quotations. Request for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination not to compete this proposed action is solely within the discretion of the Government. However, if a firm believes it can meet the requirements, an interested party may submit capability information which shall be considered by the agency in its sole source determination.
