Renewal of the heating system

The U.S. Consulate General Frankfurt is seeking a contractor to renew its heating and hot water system at Am Leonhardsbrunn 18 in 60487 Frankfurt am Main, with the solicitation number PR16011802. The scope of work includes conducting an energy survey to determine system sizing, supplying and installing a complete new heating system with boiler and hot water preparation, removing and disposing of the existing system and buffer tank, installing new heating valves on all radiators, performing hydraulic balancing, and commissioning the system with registration to local authorities and utility suppliers. All work must comply with German standards including VOB/C, DIN 18380, DIN EN 12831, GEG, and VDI 2035, as well as international codes such as OBO Building Code, NFPA, IBC, IMC, IPC, and others, with the more stringent requirement prevailing in case of conflict. The contractor is responsible for all labor, materials, equipment, supervision, and must transport and safeguard all items on-site while ensuring secure storage. The total performance period is 105 days, beginning upon issuance of the Notice to Proceed, with work restricted to U.S. Consulate normal business hours of 0800–16:30 Monday through Friday excluding holidays, unless otherwise approved. Only firms that attend the mandatory site visit on July 14, 2026, are eligible to submit quotes, with attendee names required by June 10, 2026. Contractors must hold valid German business licenses and demonstrate that all subcontractors are also authorized to operate in Germany. All personnel must complete a mandatory online safety briefing and obtain a Visit Authorization Request (VAR) prior to access, with detailed personal and employer information provided to the Contracting Officer’s Representative. Vehicle access requires separate authorization, and site access is limited to designated areas. The contractor must submit a Project Safety Plan approved by the COR and POSHO, provide PPE compliant with OSHA standards, enforce Lockout/Tagout procedures for all electrical work, and obtain Energized Work Permits for any live work. A Project Site Manager who is fluent in German and English, and approved by the COR, must be assigned. The contract is a negotiated firm fixed price, and the contractor must provide a five-year written workmanship warranty and manufacturer warranties for all new equipment.
