Full Description

Naval Criminal Investigative Services (NCIS) intends to award a Firm Fixed Price, Sole Source purchase order for the NCIS IT Department to renew the annual support services contract for the Secure Messaging and Routing Terminal (SMART) from NORTHROP GRUMMAN DMS INC; 3601 EISENHOWER AVE SUITE 300, ALEXANDRIA, VA 22304-6456. The agency’s requirement is to renew the annual support services contract for the Secure Messaging and Routing Terminal (SMART). It is intended to acquire a Service Authorization Key (SAK), with the period of performance of 01 October 2012 to 30 September 2013. This requirement will be Brand Name In additon, NORTHROP GRUMMAN DMS INC is the only vendor that can provide the maintance support to the existing sytems software updates and Help Desk support for the Secure Messaging And Routing Terminal (SMART) at NCIS, used to support DoD messaging within the command. It connects directly with the Decision Agent (DA) utilized by NCIS messaging sponsor, (DIA). Without the SMART System, NCIS has no way to send or receive record messages of higher classifications (DSSCS or TS) to/from the DoD/NCIS community. This is the only APPROVED system to connect to the military CSP. This software is proprietary to Northrop Grumman, who is the manufacturer and sole distributor of the product, to include software and hardware maintenance. Therefore, NORTHROP GRUMMAN DMS INC is the only annual support services contract for the Secure Messaging and Routing Terminal (SMART) that can provide the required software maintenance for this requirement for which the Government intends to solicit only one source. DESCRIPTION PART NO and QUANTITY Item No Quantity Unit Description CLIN 0001 1 EA MAINTENANCE RENEWAL OF SECURE MESSAGING AND ROUTING TERMINAL (SMART) SUPPORT SERVICES Under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy the agency requirements. This is not a solicitation for competitive quotes. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed purchase order/contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement.
