Solicitation FA489726Q0025 is a combined synopsis and invitation for bid for the renovation of base chapel building 2606 at Mountain Home Air Force Base, Idaho. This project, with an estimated magnitude between 5 million and 10 million dollars, is a 100 percent set-aside for Service-Disabled Veteran-Owned Small Businesses. The scope of work includes restoring the chapel to operational standards through a two-phase construction approach to ensure the facility remains occupied and operational. Key technical elements involve roof work, landscaping, and the installation of a new Fire Alarm Mass Notification System integrated with the base-wide monitoring system. The performance period is 550 calendar days from the date of the notice to proceed. The procurement process has undergone several amendments, ultimately extending the offer due date to September 18, 2026, at 2:00 PM MDT. Award will be based on the most advantageous offer, considering price, past performance, and quality factors such as technical approach and personnel qualifications. Bidders must provide a bid guarantee and are required to furnish performance and payment bonds. Due to the nature of the work, contractors must adhere to strict environmental controls, prevailing wage rates for Idaho, and specific base access security vetting. It is noted that funds are not presently available, and no award will be made until funding is secured.
