Sources Sought: W9128F26SM022


1. General. This is a SOURCES SOUGHT notification for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2.


2. Notice Details. The U.S. Army Corps of Engineers (USACE), Northwestern Division, Omaha District (CENWO) has been tasked to identify interest in a Contract for Construction Services as defined below in support of CENWO’s design and construction effort at the Department of Energy – Legacy Management (DOE-LM) Grand Junction Field Service Center (FSC), Grand Junction, Colorado (CO). A full design is currently under development under separate contract. Responses to this sources sought announcement will be used by the government to determine the appropriate level of small business participation and to develop the acquisition strategy. The North American Industrial Classification Code (NAICS) for this requirement is: 236220, “Commercial and Institutional Building Construction”. The related size standard is: $45M.


3. The purpose of this Sources Sought notice is to gather information on the interest, capabilities, and qualifications of small and large businesses in the industry, alongside collecting data on the recent history of construction projects within the local labor market. This effort targets:


  • Small Businesses
  • Small Disadvantaged Businesses, including 8(a) firms
  • Historically Underutilized Business Zones (HUBZone)
  • Economically Disadvantaged Women-Owned Small Businesses (EDWOSB)
  • Service-Disabled Veteran-Owned Small Businesses (SDVOSB)
  • Unrestricted Businesses

All potentially interested parties are strongly encouraged to submit responses.


4. Project Scope. CENWO intends to procure Construction Services for the construction of the Department of Energy – Legacy Management Grand Junction Field Service Center, Grand Junction, CO, Building A and Site Work. The scope encompasses the complete interior and exterior renovation of Building A, an existing 3-story office building of approximately 40,000 SF, and site improvements.


a. Location: 764 Horizon Drive, Grand Junction, CO


b. Current Status: A full design is currently under development under a separate contract, informed by recent geotechnical, utility, and hazardous material investigations.


c. Site Improvements & Utilities: The campus requires specific logistical and civil upgrades to enhance functionality and accessibility. This includes utility upgrades and relocations informed by design-phase potholing and camera surveys, parking modifications, new exterior lighting, paving, grading, landscaping, and fencing


d. Building A Renovation: Interior and exterior renovation of Building A to create a permanent, modern work facility. The building will be unoccupied, and the renovation will focus on:


 i. Dimensions: The structure is a 3-story office building with an approximate gross square footage (GSF) of 40,000.


ii. MEP Overhaul: Architectural, Structural, Mechanical, Electrical, and Plumbing (MEP) systems upgrades.


e. Demolition, Abatement, and Modifications:


   i. Full removal and replacement of the existing concrete floor slab.


   ii. Abatement and handling of hazardous materials identified during design surveys, including asbestos, lead- based paint, PCBs, and mold.


   iii. Structural modifications to masonry walls for the potential enlargement of windows.

6. Submission Instructions. Formal responses to this Sources Sought notice must be submitted electronically (via email) with SUBJECT: “Sources Sought W9128F26SM022 – DOE-LM Grand Junction FSC Building A and Site Work contract”. Responses to this Sources Sought shall be limited to eight (8) pages and include the following information:


    • Firm's name, address, point of contact, phone number, e-mail address, CAGE and UEI number.
    • Firm's business category and size to include any official teaming arrangements as a partnership or joint venture. The categories include Large Business (include summary of small business participation metrics), Small Business, Small Disadvantaged Business, 8(a) firm, Historically underutilized Business Zones (HUBZone), Economically Disadvantaged Women-Owned Small Business (EDWOSB), Women-Owned Small Business (WOSB), and Service-Disabled Veteran-Owned Small business (SDVOSB).
    • Provide a minimum of one (1) and a maximum of three renovation project examples, similar in size, scope and complexity to the work described in this notice. Provide details of the project(s) including the scope, contract number if available, the project’s final price, start and end dates of the construction work, complexity of the job, and small business participation, if applicable. Additionally, identify whether you were the Prime or a Subcontractor on the project. Finally, please provide any project references including owner with phone number and email address. This ensures clarity and brevity in the analysis process. The Government may verify information in CPARS or PPIRS.
    • Provide information on your bonding capability for $20M- $30M ROM. Specifically identify capacity of performance and payment bonds, both single and aggregate.

    4. CENWO intends to synopsize a requirement for Construction Services in support of the DOE-LM Grand Junction FSC at Grand Junction, CO. A fully developed Request for Proposal is currently anticipated to be issued toward the end of calendar year 2026.
