The contract involves leasing, installing, and supporting an automated pharmacy will call system at the Lawton Indian Hospital and Anadarko Indian Health Clinic, designed to enhance efficiency, safety, and compliance in medication dispensing. The system must incorporate RFID and barcode technologies for accurate patient medication retrieval, enable secure and auditable storage of controlled substances, and obscure such substances from staff view to prevent diversion. The solution must integrate seamlessly with existing Cerner PATH electronic health records and fit within current pharmacy layouts for quick access to dispensing windows. Equipment requirements include IntelliVault and IntelliCab cabinets, barcode scanners, RFID readers, signature pads, and auto-notify systems, with provisions for ongoing maintenance and support. The procurement emphasizes strict adherence to federal standards, including Section 508 accessibility requirements, HIPAA data security, and security protocols for contractor personnel. It mandates compliance with security policies such as visitor identification and tobacco-free environments, and requires the submission of accessibility certification templates. The performance period is 12 months from award, with deliveries at designated sites in Oklahoma. The solicitation is set aside exclusively for Indian Economic Enterprises or tribal entities under the Buy Indian Set-Aside program, with no specific pricing or contract value provided. Evaluation criteria focus on technical compliance, proven implementation in federal healthcare settings, interoperability, and support capabilities, suggesting a lowest-price technically acceptable approach. The contract also stipulates detailed security, accessibility, and operational requirements, including post-installation testing, acceptance at the performance sites, and ongoing system support, all governed by applicable federal regulations and standards.
