Notice Type: Synopsis of Contract Action - F22 Cockpit Simulator - Sole Source Award to Aerospace Driven Technologies, Inc. Justification, Statutory Authority: FAR 13.501(a)(2)(i) For a proposed contract exceeding the simplified acquisition threshold, but not exceeding $750,000, the contracting officer's certification that the justification is accurate and complete to the best of the contracting officer's knowledge and belief will serve as approval, unless a higher approval level is established in accordance with agency procedures. Contract Award Date: TBD Contract Award Number: TBD Synopsis: This is a Sole Source synopsis published for informational purposes only. The United States Air Force Test Center/Directorate of Contracting (AFTC/PZZG), Edwards AFB, CA intends to issue a sole source contract to Aerospace Driven Technologies, Inc. located at 2807 Catherine Way Santa Ana, CA 92705to supply an F-22 Cockpit Simulator at Edwards AFB, CA. The contract will be executed by means of other than full and open competition, due to Aerospace Driven Technologies, Inc. being the only capable vendor to supply product. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: Aerospace Driven Technologies, Inc. (DBA Driven Technologies) is the only vendor capable of providing this requirement and they do not have any authorized resellers of their equipment. The F-22 Cockpit must be compatible with and able to interface with current systems. Purchasing a different cockpit would require substantial duplication of cost the government and unnecessary time to develop. Additionally, the system is proprietary to Boeing and Lockheed due to aircraft configurations which would require cooperation with those contractors in order to develop any other solutions which could take approximately a year or more to achieve. During the Market Research Phase, multiple avenues were thoroughly explored. The Buyer conducted part number searches through NASA SEWP and GSA databases; however, no matching results were identified. Consequently, a Request for Information (RFI) was issued via SAM.gov from August 11 to August 15, 2025 where one vendor responded. The Buyer submitted the vendor's capability statement to the Mission Partner, initiating conversations regarding the technical aspects of the requirement. Following these clarifications, the Mission Partner concluded that the vendor was not capable of fulfilling the requirement. Contracting encouraged the vendor to work with Boeing and Lockheed to continue to pursue a viable solution in the future. There are no solicitation documents; however, any vendors that believe they can meet the requirements described should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government's requirement. Contractors must be registered in System for Award (SAM) at www.sam.gov Please submit all questions, comments, and feedback regarding this product to the following Points of Contact: ? Ms. Jenna Jacobson, Contracting Officer, contact@example.gov ? Mr. Abel Alcantar, Contracting Specialist, Email: contact@example.gov No telephone responses will be accepted. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. No classified information shall be submitted. Any response submitted by respondents to this Notice of Contract Action constitutes consent for that submission to be reviewed by Government personnel. The Air Force Test Center has appointed an Ombudsman to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Concerned parties should address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution prior to consulting the Ombudsman. URC-300 VHF/UHF Transceiver Assembly and Remote Control Unit (RCU)
Solicitation # ACQ-26-H096
The Department of the Air Force, through the Air Force Test Center (AFTC/PZZF) at Edwards AFB, intends to award a sole-source, Firm-Fixed-Price purchase order to ACG Systems, Inc. under solicitation ACQ-26-H096. This procurement is for one URC-300 VHF/UHF Transceiver Assembly and ten associated auxiliary components, including a Remote Control Unit (RCU), mounting brackets, antennas, and cabling. The equipment is required to expand the capabilities of the Mobile Telemetry Van supporting the B-52 Commercial Engine Replacement Program (CERP) and must integrate with the proprietary CM-350 V2 control protocols. The government has determined that ACG Systems, Inc. is the only responsible source capable of satisfying the requirement because they are the original equipment manufacturer and the hardware must meet mandatory military TEMPEST and EMI shielding standards for classified and unclassified operations. Utilizing non-ACG hardware would result in significant duplication of costs and cause a critical six-to-nine-month delay due to mandatory recertification, which would threaten B-52 engine replacement timelines and operational readiness targets. The award is based on the vendor's unique technical compatibility and the determination that the pricing is fair and reasonable based on historical data from previous contract FA9302-22-F-G596.
