This solicitation is a combined synopsis and request for quotation issued by Portsmouth Naval Shipyard for a firm fixed-price contract to rent and maintain two types of storage units—refrigerator and freezer boxes—in accordance with detailed specifications outlined in the Statement of Work. The procurement is set aside exclusively for small businesses under NAICS code 493120, with a small business size standard of $36.5 million. The contract encompasses a base period of one year, with two subsequent one-year options, covering rental, scheduled monthly maintenance, emergency repairs, and timely replacement of units. The RFQ emphasizes compliance with numerous FAR and DFARS clauses, including security protocols, OPSEC requirements, and safeguarding sensitive information, reflecting the critical security environment of the shipyard. The delivery is FOB destination at Portsmouth Naval Shipyard, with inspection and acceptance performed on-site by designated government officials, ensuring units meet operational and safety standards before acceptance. The solicitation incorporates extensive security and operational security requirements, mandating strict controls over information sharing, personnel access, and use of electronic devices within sensitive areas. Contractors must ensure personnel are U.S. citizens, adhere to security protocols, and report any breaches or unauthorized disclosures immediately. The contract also emphasizes the importance of proper packaging, marking, and potential use of NAVSEA clauses related to data handling and shipping, although specific packaging and bar-coding standards are governed by referenced NAVSEA clauses rather than detailed in the document. Evaluation will be based on the lowest price technically acceptable offer, with technical compliance as a pass/fail criterion, and no pricing or total contract value is provided in the solicitation. Offerors are instructed to submit comprehensive technical and pricing proposals electronically, organized by unit, including manufacturer details, specifications, and compliance statements, with no page limits specified, ensuring clarity and completeness for award consideration.
