The Wisconsin National Guard issues a Request for Proposals (RFP) to award a single firm fixed- price contract for commercial construction services to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the Repair Airfield Lighting System at Volk Field Air National Guard Base (ANGB), Camp Douglas, WI 54618.



In accordance with the Revolutionary FAR Overhaul (RFO) and standard commercial practices, the Contracting Officer has determined that these construction services are commercial in nature. Consequently, this procurement will be executed using the streamlined procedures of RFO FAR Part 12 in conjunction with RFO FAR Part 15 (Negotiated Contracting).



The contract duration will be 510 calendar days after notice to proceed to include inspection and punch list. The magnitude of this project is between $10,000,000 and $15,000,000. The North American Industry Classification System (NAICS) code for this work is 238210. The small business size standard is $19,000,000. This action is being procured on an UNRESTRICTED basis. The HUBZone price evaluation preference described at RFO FAR 19.207 will apply.



A Small Business Subcontracting Plan will be required if the offeror is a large business and must be submitted with the offer.


The pre-proposal conference/site visit was held on July 15, 2026, 1200 at (noon) local time.  The site visit Sign in Sheet is available for your viewing in the attachments.  The PreProposal Conference presentation .ppt file is also available in the attachments.



The solicitation closing date is August 7, 2026 at 4pm CDT. The source selection process will be conducted in accordance with the Source Selection Procedures described in FAR 15.3, DFARS 215.3, and AFARS 5115.3. Evaluation factors include Management Capability, Past Performance, Small Business Participation and Price. The Government intends to award contracts without conducting discussions.
