ISBEE/IEE Sources Sought for Zeiss Ophthalmic Equipment PM ServicesThe Billings Area Indian Health Service is conducting market research under the Buy Indian Act to identify qualified Indian Economic Enterprises (IEEs) and Indian Small Business Economic Enterprises (ISBEEs) capable of providing preventative maintenance and repair services for six Zeiss ophthalmic diagnostic instruments—two Visual Field Analyzers, two Cirrus 6000 OCT-Angio devices, and two Clarus 500 Retinal Cameras—at two facilities in Harlem and Hays, Montana. The anticipated contract has a twelve-month base period with three optional twelve-month extensions, set to begin August 1, 2026. The Government is not commiting to a purchase but aims to determine whether IEEs or ISBEEs can meet the technical requirements, including access to OEM parts and proprietary Zeiss software, and the capacity to service both locations. Responses are limited to a five-page capability statement and a mandatory IEE Representation Form, submitted via email by June 29, 2026. To qualify as an IEE, a firm must be at least 51% owned by Indians, federally recognized tribes, or Alaska Native corporations, with management and daily operations controlled by Indigenous individuals, and must demonstrate that it or its combined team with similarly situated subcontractors will receive at least 51% of the contract earnings. Firms must confirm their current authorization as a Zeiss service provider, document relevant experience with the specified equipment, and clearly outline their business size and socioeconomic designation. The notice explicitly excludes non-IEE responses from consideration for this set-aside, and generic submissions will be deemed inadequate. The primary point of contact is Prudence Yellow Owl, with Tanya Azure added as a secondary point of contact, and all submissions must reference solicitation number 75H70926BAO-064 in the email subject line.
