Eglin Air Force Base plans to award a firm fixed price design-build construction contract for the repair and relocation of a 115KV transmission line between the Valparaiso substation and the Main Base substation, covering approximately 3 miles. The project involves removing the existing transmission line and wood poles, with the new line to be re-routed overhead where possible to avoid the Clear Zone, and underground where overhead routing is not feasible. The routing must be approved by the government. The contract will be competitively awarded through a full and open competition process, with a performance price trade-off evaluation under FAR Part 15, allowing for award to the best value offeror rather than the lowest price. The estimated contract value is between $5 million and $10 million, with a performance period of 365 calendar days. This acquisition is paperless and solicitation documents will be available electronically, with no paper copies issued. Offerors must be registered in the DoD System for Award Management (SAM) and possess a DUNS number to be eligible. The government reserves the right to cancel the solicitation at any time and anticipates awarding the contract without discussions or additional contact. A pre-proposal site visit will be scheduled after the release of the formal Request for Proposal, which is expected to be posted on the Federal Business Opportunities website. All inquiries must be submitted in writing via email to the designated contracting personnel. The contract is contingent upon funding availability and compliance with all solicitation requirements.
