Solicitation W50S8426BA003 is a total small business set-aside for the repair of the asphalt in the POL Yard at Battle Creek ANGB, Michigan. The scope of work requires the contractor to provide all personnel, equipment, and materials to mill the existing asphalt surface, dispose of removed materials, apply emulsion bond coats, and pave the area with appropriate grade, slope, and compaction. Additional requirements include thermoplastic striping for parking spaces and adherence to UFGS testing references. Amendment 0001 clarified sub-base requirements, asphalt temperature, and compaction standards while removing the curb painting requirement. The project has a performance period of 365 days from the issuance of the Notice to Proceed, which includes site restoration and closeout documents, though the government will not extend the contract for winter weather. A one-year warranty from the date of final acceptance is required per FAR 52.246-21, and a site superintendent must be present during all work. Bids are due by August 27, 2026, at 14:00 and must be submitted electronically via the PIEE Solicitation module. Payment bonds are required for all projects, and performance bonds are mandatory if the contract price reaches $150,000. While currently unfunded, the government anticipates funds will be available by September 30, 2026.
