The National Guard Bureau (NGB) intends to issue one (1) Invitation for Bids (IFB) to award one (1) fixed-price contract for construction activities. The New Mexico Air National Guard (NMANG) seeks to remodel the civil engineering shops located at Kirtland Air Force Base (AFB), New Mexico.


The NMANG requires adequately sized and properly configured Civil Engineering facility to support the Target Intelligence and RED HORSE missions.  In accordance with the Instillation Development Plan (IDP), remodel facility to accommodate a RED HORSE organization. Repair the HVAC system to meet the new functions.  Replace the interior and exterior lighting and lighting controls to include new wiring, fixtures, and electrical panels. A sufficient fire suppression system is required to protect facility, equipment, and human life, per applicable codes. Space should include adequate flooring to provide a safe work environment and protect existing floors and sub-structure from damage by routine operations, cleaning and any potential spills. An adequate roofing system is required to preserve the facility life cycle and adequately protect the structure and equipment in the facility. An adequate building envelope is required to ensure facility life-cycle sustainment. Adequate exterior and interior finishes are required to protect the thermal envelope and sustain the facility life cycle. Adequate and energy efficient lighting and heating systems. Full depth reconstruction of driveway and parking. Improve drainage ditches, drop inlets and grading of paved area to avoid ponding and shedding water.


The contractor(s) shall also be responsible for associated documentation and permitting involved in this project, including but not limited to proper permits, updated or new line survey maps, compiling and distribution of Operations and Maintenance (O&M) manuals, training documents as required, inventories of new equipment, invoices, progress reports, entry authorization lists, and any other documents required at the base level.


The contract duration(s) will be 545 calendar days after notice to proceed (NTP) to include inspection and punch list. This project is set aside 100% for Small Businesses. The North American Industry Classification System (NAICS) Code is 236220, with a small business size standard of $45,000,000.


The budget parameter for this project is between $10,000,000 and $25,000,000.


The tentative date for issuing the solicitation is on-or-about 30 June 2026.


The bid opening date is tentatively planned for on-or-about 4 Aug 2026. Actual dates and times will be identified in the solicitation. Your attention is directed to Federal Acquisition Regulation (FAR) clause 52.219-14(e)(4) (DEVIATION 2021-O0008), Limitations on Subcontracting, which states “By submission of an offer and execution of a contract, the Contractor agrees that in performance of the contract assigned a NAICS code for construction by special trade contractors, it will not pay more than 75 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor’s 75 percent subcontract amount that cannot be exceeded”.


In accordance with the Revolutionary FAR Overhaul (RFO) FAR 36.101-4, the following information is provided:


  1. The National Guard Bureau has no agency-specific policies or procedures applicable to definitization of equitable adjustments for change orders under construction contracts other than those described at RFO FAR 43.304 and RFO Defense FAR Supplement (DFARS) 243.307.
  2. Data for the prior three fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the National Guard Bureau is currently not available but will be compiled and provided in future announcements.
