PN 110205 - SOS Hangar Renovation - Progressive-Design-Build OT

Solicitation # W912PM279A001

The U.S. Army Corps of Engineers is issuing a draft program solicitation for the renovation of Hangar 750 at Pope Army Airfield, Fort Bragg, North Carolina. This project supports an Air Force Special Operations Command squadron mission and involves the comprehensive architectural and MEP build-out of ground floor aircraft maintenance bays, the integration of exterior hangar doors, and the construction of second-floor administrative and high-security operational spaces. The scope includes the installation of Level 2 wet-pipe fire suppression, intrusion detection systems, electronic access control, and full furniture, fixtures, and equipment packages. This procurement is conducted as an Other Transaction Agreement under 10 USC 2808a, meaning it is not subject to the Federal Acquisition Regulation. The project follows a Progressive Design-Build approach divided into two stages: Phase 1 focuses on design and pre-construction services, while Phase 2 covers final design and construction via a Fixed Price model based on a negotiated Guaranteed Maximum Price. The government has established an affordability cap of 35 million dollars as a material requirement, and the selected firm must be capable of providing performance and payment bonds of at least 35 million dollars. Selection is based on a qualifications-based methodology involving a two-step process: an initial evaluation of White Papers followed by Pitch Presentations for a target of three highly qualified teams. All team members must be registered in the System for Award Management with a valid Unique Entity Identifier. Additionally, the successful Design-Builder must comply with Cybersecurity Maturity Model Certification (CMMC) requirements as codified in 32 CFR Part 170, including a positive self-assessment and signed attestation of security controls. Submissions must be made through the PIEE Solicitation Module.
