The contract solicitation NAVMWR-26-R-0044 seeks a Design/Build contractor to modernize and fully renovate Building 45 at the San Diego Naval Base, with the goal of enhancing the customer experience through comprehensive upgrades to recreational and support spaces including the ITT Center, Library, Gaming Area, Brewhouse, food storage, meeting rooms, offices, and restrooms. The project requires a detailed project schedule, submission of engineering and architectural drawings, and adherence to phased submission timelines including a 21-day review period for design phases by NAFI. A Notice to Proceed will be issued upon approval of each design submittal. The solicitation requires proposals to be submitted in two separate volumes—technical and price—with financial data and Section K representations excluded from the technical submission. No electronic submission is permitted; all documents must be delivered physically by the July 16, 2026 deadline at 3:00 PM CT. The evaluation will weigh the proposed design solution, project execution method including schedule and management plan, and the contractor’s qualifications and experience equally with price, which is considered approximately equal in importance to the technical factors.
