Full Description

The 319th Contracting Squadron, Grand Forks Air Force Base, ND intends to issue a Request for Proposal for a firm fixed price indefinite delivery indefinite quantity contract with the work requirements to be performed by the contractor consisting of, but not limited to the removal, replacement, and repair of existing concrete, asphalt pavements, and base courses for street and road construction. There will be surveying in preparation for placement of new pavements, adjustment of manholes/catch basins/structures, and establishment of inlet elevations and drainage. In addition, installation of minor/major patches, sidewalks, curbs, gutters, bituminous sand/chip seal or fog coats, PVC storm drains, manholes, light poles, and block heater plug-ins. Hydro-mulching or sodding shall be performed on all turfed areas disturbed by work. As-built drawings to include sectional details for all work that installs new pavements where none existed previously will be required. Provide a Geographic Information System and Computer Aided Drafting and Design and per specifications, as well as environmental plans. All work shall be in conformance with the requirements of the contract including furnishing all plant, labor, materials, surveying, equipment, supplies, and supervision necessary in strict accordance with plans and specifications of the contract and as specified in the Technical Provisions. The resulting contract will have a magnitude between $5,000,000 to $10,000,000. The performance period will be three years, a base year plus two option years, with a no work period of 15 Oct through 15 Apr of each year. This acquisition is a Full and Open Competition being synopsized under North American Industry Classification System (NAICS) Code of 237310, Highway, Street and Bridge Construction, and the small business size standard is $33.5 million. Award will be made using Past Performance Trade-Off (PPTO) procedures resulting in the best value to the Government. All prospective offerors are required to be registered in the Central Contractor Registration database and ORCA database or their proposal will not be considered for award. Contractors can obtain further information on the Central Contractor Registration database at web site http://www.ccr.gov/ and http://orca.bpn.gov/ .
