The United States Air Force plans to issue a firm-fixed-price contract solicitation (FA5575-09-R-0012) for the repair of dormitory steam lines at Moron Air Base in Spain. The contract is expected to span a performance period of 270 calendar days, with an estimated value between $250,000 and $500,000. The award will be based on the Lowest Price Technically Acceptable criteria combined with satisfactory past performance to ensure the best value for the government. In compliance with the Defense and Cooperation Agreement between Spain and the United States, only companies authorized under Spanish law to perform these government works and meeting Spanish regulatory standards can participate. Additionally, the contract requires the use of Spanish-sourced materials, labor, and equipment whenever permissible. The scope includes extensive work on steam and condensate systems, such as trench excavation, pipe welding and testing, manhole and drainage installations, basement wall sealing, trench backfilling, turf planting, roof sealing, and the replacement and connection of heat exchangers and condensate system components. The project schedule favors summer operations to minimize disruption to hot water supply. Prospective contractors must register in the Central Contractor Registry with a DUNS number and NCAGE code to qualify for award. Although the solicitation documents, drawings, and specifications will be provided in English, site visits will also be conducted in English. Funding is not yet secured, and the government reserves the right to cancel the solicitation by October 1, 2009, without obligation. Interested parties are encouraged to monitor the Federal Business Opportunity website and contact the designated points of contact to download the solicitation and receive updates.
