Competition will be restricted to companies with a bona fide place of business in the State of New Mexico. Work under this project is comprised of providing design documents stamped by a professional engineer and constructing the design. This will be a design/build project. The design shall include demolishing existing overhead doors and necessary walls to allow for installation of a new bi-fold door capable of opening 75' wide and capable of withstanding 100mph winds on the west side of building 482 on Kirtland Air Force Base. Relocation of an existing exhaust fan and pull station is required. Electrical and Mechanical requirements shall be designed to support the new doors and the new locations of the exhaust fan, pull station and other items that may need to be relocated. A design analysis including structural calculations is required to show that the existing building is capable of supporting the new door configuration. Estimated Period of Performance (POP) for requirement is 197 days. IAW FAR 36.204(c) the estimated price range for this requirement is between $100,000 and $250,000. A Request for Proposal (RFP) is contemplated utilizing lowest price technically acceptable (LPTA) evaluations described in Federal Acquisition Regulation (FAR) 15.1 targeted toward a 100% Total Small Business set-a-side with a 30-day response time (offers due 30 days after issuing). The offeror's proposal must convey to the Government that the offeror is capable, possess sufficient technical expertise and experience, possess sufficient resources, and is able to plan, organize, and use those resources in a coordinated and timely fashion such that the technical requirements shall be achieved and costs shall be controlled. Kirtland AFB plans to include the following factors: 1) Cost/Price 2) Past Performance 3) Technical Acceptability Within the Past Performance Factor the following sub-factor will be used: a) Filled out Past Performance Information Forms Within the Technical Acceptability Factor the following sub-factors will be used: a) Technical Approach Narrative b) Proposed Progress Schedule The Cost/Price factor will be afforded primary emphasis in the evaluation. All other evaluation factors other than Cost/Price, when combined, are approximately equal to cost/price. The solicitation will be available in electronic format only.
