NIST owns an Oxford XMax XEDS detector, S/N: 36354 (Model: 51-XMX1112) on JSM7100 that is in need of ongoing repair and preventive maintenance. The attached Statement of Work contains further detail of NIST's technical requirements. SOLE SOURCE JUSTIFICATION: Oxford Instruments America, Inc. is the manufacturer and only service provider in the United States for the Aztec mics/x-stream2/X-Max80 instrument. Oxford does not currently train, authorize or support third party service organizations within the United States, in repair or maintenance of Oxford Instruments' Aztec mics/x-stream2/X-Max80. Schematics, manufactured assemblies, parts and knowledge are proprietary and are not reproducible by third party service providers. Although some components may be available through common distributors, all schematics, spares and technical knowledge is proprietary and not available via third party service providers. Software is licensed to a specific user for use on a specific instrument and may not be altered by third parties or end users. Licensed software may not be transferred to other users or instruments without factory authorization. Software is proprietary and is not legally reproducible by third party service providers. It is foreseeable that during the period of performance, special facilities will be required to address certain service needs. Oxford Instruments possesses these special facilities. As such, NIST intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Oxford Instruments America, Inc. The resulting purchase order will be firm fixed-price. The NAICS Code is 541380 - Testing Laboratories with a size standard of $15M. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 6:00 PM EST July 6, 2017, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
