The U.S. Army Corps of Engineers Seattle District is conducting a market research study through a Sources Sought Notice to gather information from potentially qualified small businesses capable of performing repair work on lift stations and sewer mains at Joint Base Lewis-McChord, Washington. This effort supports the development of an acquisition strategy for an upcoming firm-fixed-price contract, anticipated to be valued between $1 million and $5 million. The contract will address the repair of various lift stations and the replacement of mains, with work expected to be competitively solicited under Federal Acquisition Regulation Part 14 - Sealed Bidding. Firms interested must demonstrate relevant experience through at least two similar projects, preferably in Washington state or JBLM, along with information supporting their bonding capacity and preferences for electronic bid submission. Small business participation is a key factor in this research, defined as firms with an average annual gross revenue not exceeding $36.5 million over the past three years, classified under NAICS code 237110 for heavy and civil engineering construction. The intent is to determine if a small business set-aside is appropriate for the forthcoming solicitation. While this notice does not constitute a formal solicitation or promise of contract award, interested firms are invited to submit detailed capability narratives, firm data, project examples, and bonding information. Responses are due by June 29, 2018, and should be sent to the Contract Specialist, Christine Prettyman, to assist in shaping the procurement approach for this critical infrastructure repair project.
