Repair of AN/APN-215 Weather Radar Components

This is a - Pre-Solicitation Notice and NOT a Request for Proposal (RFP) Solicitation. The purpose of this Notice is to allow prospective offerors to make an informed judgement as to whether a copy of the Solicitation should be requested. The formal RFP Solicitation will be officially issued and posted to this website after the closing date of this Notice. The U.S. Coast Guard, Aviation Logistics Center (ALC), Long Range Surveillance (LRS) Division, Elizabeth City, NC 27909 intends to solicit proposals for commercial item Repair of Government owned AN/APN-215 Weather Radar Components used on the HC-130 aircraft to include Repair of NSN 6660-01-133-3586, P/N 4001670-2505 and NSN 5841-01-093-1495, P/N 4000966-0107; and replacement of sub-assemblies on an - as needed basis for NSN (Commercial), P/N 3602086-001 and NSN 5960-01-024-7918, P/Ns 4004505-0001 and P/N L5362B. The Original Equipment Manufacturer (OEM) is Honeywell International Inc., 1401 W. Cypress Creek Rd., Ft. Lauderdale, FL 33309-1969 (CAGE code 27914). Repair work shall be in accordance with the applicable OEM Component Maintenance Manuals (CMM) and specifications. Inspection and acceptance shall be performed at destination by USCG ALC Quality Assurance Personnel. A Certificate of Airworthiness in accordance with FAA procedure (FAA form 8130-3 or 8130-4 (preferred)), or a Certificate of Conformance in accordance with FAR 52.246-15(d) for each component shall be required. The Government anticipates award of a Requirements type Contract using the policies and procedures of FAR Part 12 in conjunction with FAR Part 15. It is anticipated the contract will consist of one (1) 12-month Base Period and two (2) 12-month Option Periods. The RFP Solicitation will provide the Statement of Work with a description of performance requirements and estimated quantities. This acquisition will be a Total Small Business set-aside to be awarded on a competitive basis. The NAICS is 336413 and the applicable size standard is 1000 employees. The Government intends to award a single contract, but reserves the right to select and award contracts to multiple vendors if two or more technically qualified proposals are determined to provide approximately equal value to the Government and determined to be in the best interest of the Government. All responsible small business sources may submit an offer which shall be considered by the agency. Offers from large businesses will not be considered for award under the Total Small Business set-aside. The RFP Solicitation number will be HSCG38-09-R-H00019, which is the same number as this Notice. Vendors should register on the FedBizOpps website under this number to receive notices pertaining to the solicitation.
