Repair of ATCALS Power Amplifier

The United States Air Force is conducting market research to identify qualified sources for the repair of ATCALS Power Amplifiers, specifically those identified by NSN 6605016199660IM (P/N 030003-001) and NSN 6605016221748IM (P/N 030004-001). This effort, designated as a Sources Sought Synopsis under solicitation number FD2030240261802, is not a solicitation for proposals and carries no contractual commitment or funding. The requirement is aligned with NAICS code 336413 and explicitly states that no set-aside will be used. Potential contractors must be prepared to perform full overhaul activities, including disassembly, inspection, maintenance, upgrade, reassembly, and ATP testing, strictly adhering to OEM specifications with the exception that all soldering must comply with J-STD-001. The work must restore the amplifiers to a defect-free, serviceable condition with a one-year reliability guarantee post-repair, and all repaired units must be permanently marked with the contractor’s CAGE code and repair date, complying with MIL-STD-130N for Item Unique Identification using 2-D matrix barcodes. Contractors must demonstrate full compliance with stringent quality, reporting, and supply chain requirements. All repairs are subject to quality acceptance inspections at the contractor’s facility by the Defense Contract Management Agency. Performance is evaluated under a Lowest Price Technically Acceptable (LPTA) basis, where failure to meet any of five threshold criteria—written communication responsiveness, 100% defect-free performance, complete CDRL reporting, strict delivery schedule adherence, and full discrepancy reporting on Government Furnished Property—results in an unsatisfactory rating and disqualification. Required documentation includes a Counterfeit Prevention Plan per SAE AS5553 and DID DI-MISC-81832, a Supply Chain Risk Management Plan, cybersecurity controls per NIST SP 800-171, and a System Security Plan for Controlled Unclassified Information.
