The U.S. Navy’s NAVSUP Weapon Systems Support in Philadelphia plans to award a sole-source contract to Sikorsky for the repair of three rotary wing blades, part number 70150-29100-041, with NSN 7R1615011589679. No technical drawings or data are available to the Government, and it does not hold the intellectual property rights necessary to source the part from any other vendor, making Sikorsky the only qualified source for this repair under 10 U.S.C. 3204(a)(1) and FAR 6.302. All responsible parties may submit capability statements, but the Government anticipates receiving only one acceptable offer and will proceed with Sikorsky without delay, even if other firms submit Source Approval Requests. The acquisition will follow FAR Part 15 procedures and will not be conducted under the commercial items rules of FAR Part 12. This notice is not a competitive solicitation, but submissions received within 45 days of the synopsis will be evaluated to confirm the sole-source justification. The effort is not set aside for small businesses, and all submissions must be made electronically via email to Anna Kiessling at anna.m.kiessling.civ@us.navy.mil; no hard copies or phone inquiries will be accepted. The formal solicitation will be posted to NECO, with a response deadline of August 25, 2026.
