Repair of qty 2 EA, 13NL45+ high pressure air compressor

The Government is soliciting a sole source repair and overhaul of two 13NL45+ high pressure air compressors (HPACs) under FAR 6.103-1, as the part is only available directly from the original manufacturer due to the Government not owning the associated data or intellectual property rights, and reverse engineering or acquiring the data is deemed uneconomical. This procurement is classified as a DX-rated requirement under the Defense Priorities and Allocation System, mandating priority handling in accordance with DoD and Navy policy and federal law. The work must be performed per SUBMEPP TRIPER Refurbishment Instruction No. 5130-012-0729 Rev F and in compliance with WSSTERMCZ05 Configuration Management - Maritime standards, which apply to all Navy Maritime contracts. The contract is firmly fixed price, with delivery of each refurbished unit due 365 calendar days after award to the Trident Refit Facility in Kings Bay, Georgia, and a separate set of certification documents due 20 days prior to shipment to the SUBMEPP Activity in Portsmouth, New Hampshire. Full compliance with MIL-STD-2073-1 and MIL-STD-129 is required for preservation, packaging, and marking, with ESD protection following ANSI/ESD S20.20-2021 when applicable, and palletization must meet MIL-STD-147. All items must be identified and labeled per MIL-STD-130 with machine-readable labels verified using approved technology, including the 13-digit PIID and 4-digit CLIN. Quality assurance requires adherence to ASQ/ISO 9001 and Q10012 standards, which must be flowed down to subcontractors where technical complexity dictates. The contractor must coordinate with a Government Quality Assurance Representative for on-site inspection prior to acceptance, submit an Inventory Label via WAWF with the DD250 Receiving Report, and provide prior approval for any variance from defined specifications. Offerors must be registered in SAM, submit proposals in English and U.S. currency, and comply with all applicable clauses regarding government property, subcontracting, nonconforming items, transportation, termination, and supply chain risk. Certification of socioeconomic status and compliance with prohibitions on procurement from state sponsors of terrorism, the Maduro regime, or Xinjiang Uyghur Autonomous Region are mandatory.
